Layne also notes that a representative from human resources might be needed as well, especially if you think that it might be necessary to add a significant number of people to the security roster. Don't forget the IT director. Today, most security technologies operate over an IT network. The IT director will want to manage those undertakings. You will also need a team leader, and experts recommend a third party. "An outside party is ideal," says Heath. "A third party will give you a more objective view of your actual situation." While assembling the team, take care of the second task: commission a professional security assessment — or have an existing assessment updated. A formal, written security assessment identifies the security GYWXSQ½ X threats and vulnerabilities that a campus must address. While there are common threads in all assessments, every campus will have a different overall set of threats and vulnerabilities. "The assessment will provide an understanding of existing conditions and lay the foundation for the master plan," says Heath. It will also relate your security policies and procedures to your assets in terms of security equipment, technology, facilities, and personnel. Policy Evaluation Begin by evaluating your security policies and procedures. What is the primary mission of security on campus? What policies are necessary to achieving that mission? Do your policies satisfy state and federal laws and regulations? The Clery Act, for instance, creates certain responsibili- ties for campus security. Do your policies aim at discharging those responsibilities? Your annual Clery Act reports will also give you a sense of the crime problems you face on your campus. Policies should address the serious problems in the report. Keep your policy analysis in mind as you evaluate key security assets: technology and people. Evaluating Technology, Equipment, and Facilities Campus security has generally evolved over the years from a security officer who patrolled the campus at night to a public safety department with security officers and sworn police officers.
