Almost 90 percent of Region 1's projected construction dollars are destined to be spent on new buildings. The construction cost of Region 1 colleges starting in 2013 accounts for 5.8 percent of all college construction spending projected to start this year. a needed project this year, and they report that expectation. On the other hand, pessimism and close-to-the-vest thinking permeates other campuses. Those are the ones that will not report what they are planning to do until the money is in their hands, the contracts have been signed, and the work is underway. "I'll believe it when I see it." Presumably the optimists and the pessimists cancel one another out and end up providing a good estimate of what will actually be accomplished, but none of the projects started in 2013 will show up again in our tables until they are complete.
